    Job Title: Senior Technical Project Manager
    Department: EAHRC Department of Knowledge Management
    Scale/Grade: P2
    Contract: Six (6) months, may be renewed.
    Job reports to Principal Health Officer/Knowledge Management
    Job Location: EAHRC Headquarters, Bujumbura, Burundi, and EAC Headquarters, Arusha, Tanzania, combined with travel across the EAC Partner States.


    Position Summary
    The Senior Technical Project Manager will be responsible for the design and implementation of the EAHC workstream of the Digital REACH Initiative. She/he will be responsible for working with different stakeholders from EAC Partner State governments, development partners, technology providers, and other implementing partners to define the requirements of the EAHC. She/he will be responsible for the architecture design of the regional cloud host environment, for establishing the regional data warehouse and a centralized data portal complete with configurable role-based access and interface for creating custom database view and queries. The Senior Technical Project Manager will also be responsible for establishing the operational processes to support the EAHC.


    Duties and Responsibilities
    The broad areas of responsibilities will be as follows:
    1. Partner engagement and content creation:
    Responsibilities will include to:
    - Drive the creation of a shared vision for the EAHC

    - Obtain feedback from EAC Partner States on what they need to optimize their value from the EAHC (e.g., what data to include, what database views to make available, how to ensure easy access for approved researchers, academics, and government officials)
    - Any other responsibilities as will be determined by the Executive Secretary of the EAHRC

    2. Cloud architecture and build:

    Responsibilities will include to:

    • Implement and manage the EAHC, its data, and the database views that are accessible by relevant users (e.g., researchers, academicians, and government officials)
    • Establish and maintain secured and reliable flows of data from contributing EAC Partner State systems into EAHC and then out to users in the proper format
    • Establish SOPs and data/alerting workflows from the EAHC to different strata at the EAC and Partner States
    • Support the design and deployment by EAC Partner States and other health programmes of standardized tools and standards for data collection and use, directly linked to the EAHC architecture
    • Apply industry standards for data security, accessibility, interoperability, and efficiency

     

    3. Supportive operations:

     Responsibilities will include to:

    • Establish and enforce security protocols for accessing system data
    • Establish a user support system for accepting, tracking, and resolving requests for support, system issue reports, and new feature requests
    • Monitor system usage and data access
    • Maintain a roadmap of current and planned feature development

     

    Minimum Job Requirements

    1. Academic and Professional Qualifications

    • Master’s degree in computer engineering, information technology, or equivalent qualifications in related field. Additional or higher qualifications add value to the application.

    2. Work experience

    • Minimum of 8 years of experience working in technology project management, preferably in disease surveillance, digital health, or international development.

    3. Skills, and Competencies:

    • Demonstrate ability in managing large-scale technology-related projects involving multiple technology vendors.
    • Experience in designing scalable system architecture.
    • Experience with cloud computing and in establishing cloud computing environments and cloud-hosted applications.
    • Experience with server administration and application performance monitoring
    • Experience coordinating and facilitating virtual and in-person meetings with diverse stakeholder groups to achieve consensus and drive results.
    • Strong working knowledge of, and experience in technology platforms used for disease surveillance, digital health designing, developing, implementing and assessing disease surveillance. Knowledge related to digital health platforms for low-resource settings is strongly preferred.
    • Demonstrate experience in developing requirements documentation, end-to-end software testing plans and materials, and conducting software testing for large-scale technology solutions.
    • Experience working with open-source technologies, software development kits, establishing interoperability between platforms, and integrating platforms.
    • Excellent interpersonal skills with ability to interact culturally, linguistically, and diplomatically with diverse internal and external individuals required.
    • Candidate who takes initiative, self-motivated, resourceful, dependable, with strong attention to detail.
    • Proficiency in the MS Office Suite and the ability to conceptualise and prepare presentation materials.
    • Excellent English verbal and written skills, and ability to communicate technical concepts to non-technical audiences required. Skills in Swahili and French add value to the application.

    The above position is Scale P2 under the EAC Employment Scales, it is tenable for a contract period of six (6) months, and may be renewed.
